🔴 RFQ Week 1 — Long Lead
Furnace + TOH System · MVR Evaporator · Spray Dryers
12–20 week delivery — order these first
🟡 RFQ Week 2 — Medium Lead
Filter Presses · Leach Reactors · ETP+ZLD · Causticiser
8–12 week delivery
🟢 RFQ Month 2 — Short Lead
Hydrocyclones · Lab Instruments · Solar PV · DG Set
4–8 week delivery
TOH advantage — no compliance headache: A Thermal Oil Heater operates at near-atmospheric pressure (~0.5 bar gauge). It does not fall under the Indian Boilers Regulation (IBR). This eliminates: Drawing Approval, Certificate of Fitness, IBR-licensed boiler attendant, and 8–10 weeks of registration on your critical path. Furnace still burns 20 MT/day rice husk — same combustion, different heat extraction. Energy balance is unchanged: 199.3 GJ/day useful heat, 83 GJ/day thermal surplus.
Still critical on furnace spec: Furnace must hold ≤700°C with CEMS auto-shutoff at 720°C. Above this, amorphous SiO₂ converts to cristobalite — unusable. CEMS integration scope must be in every RFQ. Building = fire-rated RCC — reject any PEB quotes.
📍 Mumbai, Maharashtra
India's most specialised thermal oil heater (thermic fluid heater) manufacturer. Hundreds of installations in chemical, pharma, and agro-processing industries. Proven Therminol 55 / Dowtherm A circuits at 200–250°C. Can be coupled directly to your biomass furnace — supplies the heater coil and thermal oil circuit while your furnace vendor supplies the combustion chamber. This split scope is normal and straightforward.
TOH SpecialistNo IBRTherminol 55Chemical Ref.
First call: Specify 3.5 MMkcal/hr (≈4 MW) thermal duty, Therminol 55 fluid, 200°C operating temperature, biomass furnace coupling. Ask for safety interlocks spec sheet (high-temperature cutoff, expansion tank sizing, circulation pump). Request 3 chemical plant references. Ask about CEMS integration at flue outlet.

Advantage: they can supply the furnace + TOH as a single package — one vendor, one contract, one commissioning team. Reduces interface risk and simplifies project management. Strong South India service presence. Listed company — bank-credible vendor.
Furnace + TOH PackageListed Co.South India SupportSingle Vendor
First call: Ask specifically for "Thermic Fluid Heater / Heating Division" — not the boiler division. Specify biomass (rice husk) combustion + Therminol 55 TOH at 3.5 MMkcal/hr. Request combined furnace + TOH package quote. Mention TSIIC Sangareddy — they have an AP/Telangana service depot.
Chanderpur Works — Biomass Furnace Only
Tier 1
📍 Yamunanagar, Haryana
Specialists in biomass combustion systems for agro-processing — extensive rice husk firing experience in Punjab/Haryana rice belt. Best choice for the furnace side (combustion chamber, grate, ash handling, CEMS). Use Chanderpur for furnace + Hytherm for the TOH coil circuit — this split vendor approach is cost-optimal. Chanderpur furnaces are 20–30% cheaper than Thermax for equivalent spec.
Rice Husk ExpertCost LeaderFurnace OnlyAgro-Process Ref.
Best pairing: Chanderpur (furnace, ₹110–120L) + Hytherm (TOH coil + circuit, ₹50–60L) = ₹160–180L total vs Thermax package at ~₹170–180L. The split vendor approach gives you better component-level pricing. Ask Chanderpur to provide flue gas composition data — Hytherm needs this to size the CEMS-to-CO₂-precipitation tee.
Forbes Marshall — Fluid Heating Systems
Tier 2
📍 Pune, Maharashtra
Forbes Marshall's fluid heating division handles thermic fluid systems. Particularly strong on energy metering, flow controls, and heat recovery from the TOH circuit. Useful if heat integration (slaking exotherm + spray dryer WHR) is being designed — Forbes Marshall can model and supply the full heat network. Premium priced but best instrumentation.
Heat IntegrationBest InstrumentsPremium Price
Engage Forbes Marshall only if you are implementing full heat integration (slaking → causticisation, spray dryer exhaust → pre-heat). Their heat network modelling can save ₹0.12–0.18 Cr/yr. Otherwise Hytherm + Chanderpur is more cost-effective.
Sigma Thermal (India Agent)
Tier 2
📍 US engineering · India represented
Specialised thermal fluid heating systems for industrial process. Good for complex multi-zone TOH designs where different process streams need different temperatures (your spray dryers need 200°C, causticiser needs 90°C — a multi-zone TOH can supply both from one heater). Niche application; only relevant if your process engineer specifies multi-zone requirement.
Multi-ZoneNiche Application
Request only if your PMC recommends a multi-zone TOH after heat integration study. For standard single-zone, Hytherm or Thermax is sufficient.
Non-negotiable: MVR must be part of Day 1 installation. A falling-film evaporator without MVR will leave you with a 25.6 GJ/day deficit — the plant cannot reach design throughput. Any vendor who proposes deferring MVR to Phase 1B should be disqualified.

Raw Material Procurement
Raw Material Suppliers
NaOH is your #1 cost item (27.7% of OPEX). Every supplier decision here directly impacts EBITDA. CTAB is your highest supply-risk item — import disruption halts HDS production within 4 weeks.
Strategy: Never depend on a single NaOH supplier. Negotiate with at least 2 suppliers simultaneously and split volumes 70/30. NaOH prices are cyclical — lock in 6-month forward pricing at dips. Your bargaining power increases significantly once you're an 82% recovery circuit (only 4.375 MT/day fresh NaOH vs 9.114 MT/day lye at 48%).
Grasim Industries (Aditya Birla Chemicals)
Tier 1
📍 Renukoot (UP) · Ganjam (Odisha) · Distribution hubs nationwide · NSE: GRASIM

Lowest FreightSouth IndiaListed Co.
First priority quote: Chemplast's delivered price is often most competitive for Telangana buyers due to freight advantage. Specify Sangareddy delivery; ask for delivered price (not ex-works) for accurate comparison.
Local Hyderabad Chemical Traders
Tier 2
📍 Patancheru, Hyderabad (chemical trading hub)
Useful for spot purchases and buffer stock during supply disruptions. Prices are 5–10% above manufacturer but no minimum quantity. Essential to have 2–3 trader relationships for emergency sourcing when primary supplier has a logistics failure.
Spot OnlyEmergency BufferNo MOQ
Identify 2 traders in IDA Patancheru chemical zone. Maintain relationship with periodic small orders. Do NOT make them primary supplier — prices are not sustainable.
Purity is non-negotiable: CaO below 85% purity means more MgO/inerts → lower Ca(OH)₂ yield → less NaOH recovery → higher NaOH fresh makeup cost. A 5% purity drop (85%→80%) increases your effective CaO consumption by ~6% and costs ₹0.16 Cr/yr extra. XRF every tanker — include in contract as rejection clause.
Siddhivinayak Lime Products
Tier 1
📍 Piduguralla, Guntur District, AP (≈150 km from site)
Piduguralla is India's highest-quality limestone belt. Siddhivinayak is a well-established quicklime manufacturer in this region with consistently high CaO purity (88–92%). Proximity to your plant means low freight, fresh delivery, and easy vendor audits. Primary recommended supplier.
150km Distance88–92% PurityLowest FreightVendor Auditable
First call: Ask for 13.364 MT/day (≈400 MT/month) quicklime at ≥85% CaO, supplied in covered trucks, XRF certificate with every load. Negotiate 3-month contract with fixed price. Visit their calcination kiln — look for consistent temperature control which determines purity consistency.
Orient Lime / Sai Lime Products (Nalgonda)
Tier 1
📍 Nalgonda, Telangana (≈100 km from site)
Telangana has its own limestone deposits (Nalgonda district). Even closer to site than Piduguralla. Slightly lower purity range (85–88%) but adequate if each delivery is XRF-verified. Good as second supplier for supply security.
Closest Source85–88% PurityBackup Supplier
Use as 30% split supplier alongside Siddhivinayak. Never 100% dependency on one lime source — a kiln breakdown can halt your CaO supply within 3 days (you have no slaked lime buffer).
📍 Belgium MNC · India plants in Karnataka/AP
World's largest lime producer. Consistent high purity (90–94% CaO), excellent documentation, and CoA (Certificate of Analysis) with every batch. Premium price — typically ₹7,500–8,000/MT vs ₹6,000/MT local. Use if local suppliers fail purity audit or for initial calibration batches.
World LeaderHighest PurityPremium PriceFull CoA
Use for the first 3 months of plant operation to establish your NaOH recovery baseline with known-purity lime. Once baseline confirmed, switch to local Piduguralla source for cost savings.
Supply risk is existential for HDS: CTAB (Cetyl Trimethylammonium Bromide) is almost entirely imported — China is the dominant global producer. A customs delay, port backlog, or China production disruption stops your HDS line. 4-week buffer stock (~34 MT) is the absolute minimum. Target 6-week buffer once cash flow permits. This is your single biggest operational vulnerability.

RHA quality control is critical: Purchased RHA must be ≥90% SiO₂ (your contract spec should say this). RHA from controlled-temperature kilns at rice mills (≤700°C) is amorphous and reactive. RHA from power boilers (800–1000°C) is partially crystalline and gives poor extraction yield. Always verify source combustion temperature before contracting.
Rice Mills — Sangareddy / Medak / Nizamabad Districts
Tier 1
📍 Within 50 km radius of Sangareddy
Direct from rice mills eliminates middlemen. Telangana + AP together produce 15+ million MT paddy/year — abundant local RHA. Rice mill operators are often willing to supply RHA at ₹500–750/MT (disposal problem for them). Your 11.432 MT/day (≈3,757 MT/yr) requires contracts with 8–12 mills at 300–500 MT/yr each.
Lowest CostNo MiddlemenLocal SupplyQuality Varies
Strategy: Identify 15 rice mills within 50 km. Visit each to check their husk firing temperature (ask to see the furnace or boiler controls — ≤700°C furnace is what you want, NOT steam boilers which run hotter). Offer 1-year supply contract at ₹700/MT with quality rejection clause (XRF SiO₂ ≥90%) and 14-day payment terms.
Rice Husk — FCI Depots (within 50 km)
Tier 1
📍 FCI (Food Corporation of India) procurement centres
FCI procures paddy from farmers and mills it locally. Their mill operations produce husk as waste — available at ₹4,000–6,000/MT (range depends on season). Consistent quality (paddy variety relatively uniform in a district). FCI depots are large — can supply 10–15 MT/day from a single depot.
Large VolumesConsistent QualitySeasonal Price Variation
Contact FCI District Manager, Sangareddy. Negotiate an annual rice husk supply agreement — FCI is motivated to dispose of husk (storage and fire risk for them). Seasonal price: post-harvest (Oct–Dec) is cheapest; pre-harvest (Jun–Sep) is most expensive.
Agro-Waste Aggregators
Tier 2
📍 Various Telangana/AP traders
Middlemen who aggregate husk from multiple mills. Convenient (single contact point) but 10–15% price premium vs direct mill sourcing. Useful in peak season when direct mill contracts may fall short of your 20 MT/day demand.
Price PremiumSurge BufferConvenience
Build 1–2 aggregator relationships for flex sourcing during peak demand. Do not make primary — direct mill contracts are significantly cheaper.
Service Providers
Services — PMC, Civil, Testing, Logistics & Finance
Your PMC (Project Management Consultant) is the most important early appointment — they validate your equipment specs, supervise civil work, coordinate CEMS commissioning, and protect you from vendor overselling. Appoint them at Month 0.
PMC role: Reviews all vendor technical offers, negotiates on your behalf, supervises fabrication inspections, coordinates CEMS and TOH commissioning, manages civil contractor, certifies equipment before payment milestones. This single appointment can save 10–15% on total equipment cost through professional bid evaluation.

CSIR-IICT is one of India's premier chemical engineering research institutes — right in Hyderabad. They have expertise directly in silica, causticisation, and process chemistry. Can serve as both lab validation partner AND technical PMC consultant. Their involvement adds significant credibility to your DPR for bank review. Also critical for pre-commissioning lab validation (extraction efficiency, NaOH recovery rate).
Hyderabad BasedSilica ExpertiseBank CredibilityLab Validation
First approach: Contact Director, CSIR-IICT Hyderabad. Request a Technology Evaluation & Consultancy engagement for precipitated silica plant design review and pre-commissioning lab trials. IICT's involvement in your process validation is the single best way to derisk extraction efficiency assumptions before engineering freeze.
Engineers India Limited (EIL)
Tier 1
📍 New Delhi (HQ) · Hyderabad regional office · NSE: ENGINERSIN
PSU engineering consultancy with pan-India reach and highest bank credibility. If your lending bank is SBI or a PSU bank, EIL's name on your DPR carries significant weight. Has done chemical plant PMC assignments across India. Strong process plant commissioning capability. Experience with thermal fluid systems and CEMS coordination. Useful if bank requires a certified PMC.
PSU CredibilityBank ApprovedTOH Commissioning
Approach EIL Hyderabad office. Request PMC scope for ₹30 Cr chemical plant: equipment spec review, vendor evaluation, civil supervision, TOH commissioning coordination, CEMS integration, pre-commissioning support. EIL fee typically 3–5% of project cost (₹90–150L) — negotiate hard, they are flexible for small chemical plant scope.
📍 Hyderabad (India HQ)
Tata Projects is headquartered in Hyderabad — maximum proximity to your site. Strong civil and E&I capability. Good for combined PMC + civil construction role (reduces interface). The Tata brand adds credibility. Most suitable if you want a single agency for PMC + civil + electrical.
Hyderabad HQTata BrandCivil + PMC
Negotiate PMC + civil as a combined scope. Tata Projects' local presence means faster response time during construction — critical for solving site issues quickly.
Non-negotiable: The furnace and TOH building must be fire-rated RCC — not PEB (Pre-Engineered Building). PEB structures cannot withstand the thermal stress of a 20 TPD biomass furnace or the thermal oil circuit operating at 200°C. Any contractor proposing PEB for this building should be immediately disqualified.
📍 Hyderabad · NSE: NCC
Listed construction company headquartered in Hyderabad. Strong industrial construction capability. Experience in chemical plant civil work. Excellent subcontractor network in Sangareddy/Medak area. Reliable for payment compliance and EPF/ESI compliance — important for bank audit.
Hyderabad HQListed Co.Chemical Plant Ref.
Request quote for 3-acre industrial plant civil: RCC furnace building (fire-rated), process shed, admin block, boundary wall, internal roads, drains, underground ETP sump. Ask for reference of a chemical plant civil project they completed in Telangana.
Local Sangareddy Contractors
Tier 2
📍 Sangareddy / Medak District
15–25% cheaper than listed contractors. Faster local mobilisation. Best for routine civil: internal roads, compound wall, utility sheds (non-process). Use for sub-components after main structural work is under NCC or Tata Projects supervision.
25% CheaperPMC Supervision Required
Only engage under PMC supervision. Verify their RCC experience — ask for photos of a previous industrial RCC structure they built. Never let them design; only execute from approved engineering drawings.
Bureau Veritas India (FAT + TPI)
Tier 1
📍 Pan-India · France engineering
Most widely accepted Third Party Inspection (TPI) agency for FAT and equipment quality certification. Banks and insurance companies recognise Bureau Veritas certificates. Inspects spray dryer, MVR evaporator, and TOH fabrication at vendor works before dispatch — the only way to catch defects before equipment reaches your remote Sangareddy site.
FAT SpecialistBank AcceptedEquipment TPI
Appoint Bureau Veritas from Month 3 (when TOH and spray dryer fabrication begins). Their inspector visits the vendor's works during fabrication — not just at delivery. The most important FAT items: spray dryers (SS316 weld quality), MVR evaporator (tube bundle integrity), and TOH (thermal oil circuit pressure test).
NABL-Accredited Labs (Hyderabad)
Tier 1
📍 CCMB, IICT, SGS India, Intertek — Hyderabad
Required for FSSAI E551 application — test reports must come from NABL-accredited labs. Also needed for customer qualification (tyre makers, toothpaste companies require independent lab data for first orders). SGS and Intertek are most widely accepted for export customer qualification.
FSSAI RequiredExport QualificationNABL Cert.
Build a relationship with SGS Hyderabad — they can do BET, PSD, XRF, and chemical purity in one lab. For FSSAI E551, ask specifically for Pb, As, Cd, Hg limits testing (IS 6579 spec). Budget ₹5–10L/yr for external testing during first 2 years.
TSPCB (Telangana State PCB) — Direct Liaison
Tier 1
📍 Hyderabad · Government
Not a vendor but your most important regulatory relationship. TSPCB issues Consent to Establish (CTE) and Consent to Operate (CTO). Timeline: CTE 6–9 months. Without CTE, civil construction cannot begin legally. Start TSPCB application at Month 0 alongside financial close.
Month 0 — Start NowCTE/CTOZLD Condition
Immediate action: Engage a Hyderabad-based environmental consultant (with TSPCB experience) to prepare CTE application. Application needs: process description, EIA, mass balance, emission data, ZLD undertaking. TSIIC Sangareddy industrial park status may accelerate CTE — confirm with TSIIC office.
Maersk Line India (Export)
Tier 1
📍 Chennai / Krishnapatnam port agents
World's largest container line. Best for export — widest port network means your customers in Europe/US/Asia can receive at their nearest port. Maersk's India team has dedicated chemical/industrial cargo managers. Booking reliability is highest of all lines — important when PS has moisture-sensitive packaging.
World LeaderWide NetworkChemical Cargo
At Year 2 (when export starts), contact Maersk Chennai. Request FCL rates for 20-ft containers from Krishnapatnam to Rotterdam, Jebel Ali, and Singapore. Negotiate 6-month rate agreements — spot rates are 30–40% higher. Ask for reefer options in case any PCC grade needs temperature control.
Custom House Agent (CHA) — Krishnapatnam
Tier 1
📍 Krishnapatnam Port, SPSR Nellore District, AP
A good CHA manages your customs clearance, shipping bill filing, MEIS/RoDTEP benefit claims, and port coordination. Krishnapatnam is closer than Chennai (380 vs 300 km) but has better capacity for industrial bulk. Your CHA is as important as your freight forwarder — bad documentation means customs holds and rejected shipments.
Closest PortCustoms ExpertRoDTEP Claims
Visit Krishnapatnam Port Authority and ask for recommended CHA list. Interview 3 CHAs — ask specifically about experience with chemical / specialty mineral exports, REACH documentation for EU, and MSDS handling. Sign with whichever has the most chemical export references.
Inbound Transport — NaOH Tankers
Tier 1
📍 Local Hyderabad chemical transport companies
NaOH lye requires HDPE-lined or rubber-lined tankers. Not every chemical transporter has these. You need 3 tankers/week minimum (at 9.114 MT/day NaOH). Identify 2 transport firms with the right tanker type and minimum 10-truck capacity to ensure supply continuity.
HDPE-Lined Tankers3/Week MinimumHazmat License
Ask your NaOH supplier (Chemplast/Grasim) for their approved transporter list — they deal with these regularly. Alternatively, contact Hyderabad Hazardous Materials Transport Association. Verify each tanker's ADR/IMDG certification and driver training records.
State Bank of India — MSME Branch
Tier 1
📍 SBI MSME Branch, Hyderabad
SBI has the largest MSME lending book in India. Most familiar with agro-processing and chemical plant financing in Telangana. Your TSIIC land + DPIIT recognition + DPR with EIL/IICT involvement significantly improves approval probability. SBI MSME schemes may offer 25–50 bps rate reduction below 10.5% on strong projects.
Largest MSME LenderTelangana ExperienceDPIIT Advantage
Submit DPR with DPIIT certificate, TSIIC allotment letter, promoter track record (Surya Industries). Request MSME term loan under SBI Collateral-Free Guarantee Trust (CGTMSE) — can reduce collateral requirements significantly for DPIIT-recognized startups.
SIDBI (Small Industries Development Bank)
Tier 1
📍 SIDBI Hyderabad Branch
SIDBI is mandated to lend to MSMEs. Rates are often 50–100 bps lower than commercial banks. Strong interest in green/circular economy projects — your rice husk circular biorefinery qualifies. SIDBI's SEAP (Scheme for Energy Audit & Project) may also fund your energy audit. Apply in parallel with SBI — whoever approves first wins.
Lower RatesGreen ProjectMSME Mandate
Emphasize circular economy, ZLD, agro-waste utilisation — SIDBI has specific ESG mandates. Request their "Green Finance" window if available. SIDBI approval also unlocks CGTMSE guarantee without additional bank processing.
TSIIC + T-IDEA (Telangana Incentives)
Tier 1
📍 TSIIC Office, Hyderabad
Telangana Industrial Policy 2020–23 (now renewed) offers: 15% capital subsidy on plant & machinery (up to ₹1.5 Cr for new units), power tariff concession for 5 years, and 100% SGST reimbursement for 5 years. Your project qualifies for most of these — they can reduce effective TPC by ₹2–4 Cr.

Negotiation
Negotiation Tactics by Category
Each vendor category requires a different approach. Do not use the same playbook across all — equipment vendors respond to reference visits, chemical suppliers respond to volume commits, service providers respond to scope clarity.
Equipment — Furnace / TOH / Spray Dryers
Long-lead Equipment
- Always get 3 quotes before negotiating — reveal you have 3 bids without naming them
- Payment milestone 20/60/20 is standard — fight for 15/65/20 (reduces upfront cash out)
- Ask for FAT (Factory Acceptance Test) at vendor cost — they usually agree to avoid post-delivery disputes
- Delivery penalty clause: 0.5% per week delay, max 5% — most vendors accept this
- Free commissioning support for 7 days on-site — most vendors include this; some charge ₹2–3L extra if not specified upfront
- Spare parts kit worth 2% of equipment value — negotiate inclusion in base price
- CEMS integration scope must be in writing — verbal commitments on this are meaningless
Raw Materials — NaOH / CaO / CTAB
Chemical Suppliers
- Volume commitment is your strongest lever — 274 MT/month NaOH is a large contract for any supplier
- Negotiate quarterly fixed price with monthly CPI adjustment cap of ±5%
- Rejection clause with XRF purity spec must be in the supply agreement — verbal quality assurances are worthless
- Ask for "take-or-pay" from their side (they supply minimum volume; you take minimum volume)
- Get 2 suppliers to compete — show GHCL quote to Grasim and vice versa every quarter
- For CTAB: pay 10% premium for Merck/LANXESS over Chinese — the HDS product revenue justifies it
- Payment terms: 30-day credit is standard; fight for 45-day for NaOH (improves your cash cycle)
Services — PMC / Testing / Logistics
Service Providers
- PMC fee: negotiate fixed lump sum, not % of project cost — avoids perverse incentive to approve expensive equipment
- Define deliverables precisely: PMC must produce weekly progress reports, vendor evaluation matrix, QAP for each equipment
- Testing labs: annual testing contract is 20–30% cheaper than per-test pricing
- CHA (customs agent): negotiate fixed rate per shipment, not % of cargo value
- Freight forwarder: get spot + contract rate — use spot when market dips, contract as ceiling
- Banking: use SIDBI approval as leverage with SBI to get rate down 25–50 bps
- TSIIC subsidies: apply before financial close — some subsidies require application before plant work begins
Common Across All Categories
Universal Tactics
- "We're evaluating 3 vendors" — say this always, even if true for only one category
- Reference visits: ask to see their equipment/material at a customer site before order — signals seriousness and weeds out paper-only vendors
- Advance payment: never exceed 20% without a bank guarantee against it
- Always ask for "best and final offer" after first quote — typically yields 3–8% reduction with no other change
- Bundle where possible: reactors + causticiser from one vendor; furnace + ZLD from one group — both unlock 5–10% package discounts
- In meetings: bring a technical person (or your PMC) — vendors give sharper specs when they know they're talking to engineers
- Never reveal your budget ceiling — let them quote freely first
Execution Timeline
Week-by-Week Contact Priority
This is the order in which you must make contact — driven by lead times, not alphabetical order. Long-lead items ordered late push your commissioning date by weeks. Month 12 commercial production requires Month 3–4 equipment orders.
Week 1 — Immediate
TSPCB — CTE application (start today, 6–9 month process)
TSIIC — Land possession & incentive applications
IICT Hyderabad — Lab validation engagement
PMC shortlist — interview EIL + Tata Projects
SBI MSME + SIDBI — Initial loan application meetings
Thermax + Chanderpur + Hytherm — RFQ for furnace+TOH
Week 2 — High Priority
GEA India + Alfa Laval — RFQ for MVR evaporator
SED + GEA Niro — RFQ for spray dryers
Parason — RFQ for filter presses
Anupam Industries — RFQ for leach reactors
Chemplast + Grasim + GHCL — NaOH price negotiations
Merck + LANXESS — CTAB sampling + price
Month 2 — Plan & Lock
PMC appointed — engineering freeze begins
Ion Exchange / Thermax Env — ETP+ZLD order (8–10 week delivery)
Bureau Veritas — TPI/FAT inspection agreement (TOH + spray dryers + MVR)
Siddhivinayak Lime — CaO supply contract signed
NCC / Tata Projects — Civil contract finalised
Weir Minerals — Hydrocyclone specification finalised
Month 3–4 — Order Phase
All long-lead equipment orders placed with advance payment
Civil construction begins (post CTE)
Micromeritics + Malvern Panalytical — lab instruments ordered
Waaree — Solar panels ordered (local EPC installing)
Cummins — DG set ordered
Rice mill RHA supply agreements signed (15+ mills)
Critical path warning: The Furnace + TOH system has a 12–14 week lead time. If ordered in Month 3, it arrives Month 5–6 for civil-parallel installation — on track for Month 10 commissioning. The MVR evaporator (12–16 weeks) is your joint-longest critical path item. Order both simultaneously.
Vendor Due Diligence
Red Flags — When to Walk Away
These are specific warning signs observed in Indian chemical equipment procurement. If you see these, pause and investigate before proceeding.
| Red Flag |
Why it Matters |
What to Do |
| Cannot provide a single reference customer willing to take your call |
Means either no real installations or poor customer relationships after delivery. Both are bad. |
Walk away. No exceptions. References are the only verification that specs become reality. |
| Requires >40% advance payment without a bank guarantee |
Vendor has cash flow issues or no confidence in their delivery. You lose leverage after paying. |
Counter with 20% advance + BG for the balance. If they refuse, disqualify. |
| Spray dryer vendor proposes SS304 instead of SS316 |
SS304 corrodes in silica slurry service within 2–3 years. Replacement cost exceeds savings on spec downgrade. |
Reject or insist on SS316 with written MOC guarantee. Get metallurgical certification. |
| MVR vendor cannot provide steam economy guarantee in writing |
Without guaranteed steam economy ≥8–10, your thermal balance may not work as designed. |
Demand written performance guarantee with LD clause. If refused, choose GEA or Alfa Laval who do guarantee performance. |
| CaO supplier cannot provide XRF purity data |
Means they're not measuring purity — you're buying blind. Below-spec CaO cascades into NaOH recovery shortfall. |
Reject. Pay for third-party XRF on first 3 deliveries from any new CaO supplier regardless. |
| PMC proposes % fee on project cost (not fixed fee) |
Perverse incentive — they benefit from expensive equipment choices and cost overruns. |
Insist on fixed lump-sum PMC fee with clearly defined deliverables. % fee is a deal-breaker. |
| TOH vendor proposes steam/IBR boiler instead of thermal oil heater |
A steam boiler triggers IBR compliance — Drawing Approval, Certificate of Fitness, licensed boiler attendant — adding 8–10 weeks to your critical path and ₹110L+ in extra cost. |
Reject immediately. TOH (Therminol 55 / Dowtherm A at ~0.5 bar gauge) is the locked design decision. Any vendor who pushes back on this does not understand your spec. |
| Civil contractor quotes a PEB (pre-engineered building) for the furnace area |
PEB cannot withstand the thermal and fire loads from a 20 TPD biomass furnace. |
Reject immediately. Specify RCC fire-rated construction in all civil tenders — non-negotiable. |
| CTAB supplier from China offers 60-day delivery |
Any China supply disruption (customs, geopolitical, logistics) can halt your HDS line for 2+ months. |
Accept price advantage but maintain 6-week safety stock and a Western backup supplier always active. |
| Vendor significantly undercuts others (>30% below market) |
Either spec mismatch (hidden inferior material), no after-sales, or a ghost vendor who disappears after advance payment. |
Do not buy on price alone. Request factory visit. Verify GST registration, MSME registration, and bank reference before any payment. |
| NaOH supplier cannot commit to delivery within 72 hours of order |
You have no significant NaOH storage buffer — a 3-day supply disruption can halt production. |
Require contractual 72-hour delivery SLA. Maintain 5-day NaOH buffer stock at all times once plant is running. |
| Equipment vendor refuses FAT (Factory Acceptance Test) |
Means you discover defects only after equipment reaches your remote Sangareddy site — expensive to fix or return. |
Make FAT non-negotiable for spray dryers, MVR evaporator, and TOH system — highest-risk items. Insist on your PMC's presence at FAT. |
Green flags — look for these:
Vendor proactively offers reference site visits · Provides performance guarantees in writing · Has service depot within 200 km · Willing to include commissioning support in base price · Payment terms better than 20/60/20 · XRF certificate with every material delivery · Proactively mentions CEMS, ZLD, TOH thermal fluid circuit requirements showing domain knowledge
Due diligence checklist before any order:
✓ GST registration verified
✓ 3 reference customers called (not emailed — called)
✓ Factory visit completed for equipment >₹50L
✓ Bank guarantee against advance confirmed
✓ Delivery penalty clause in PO
✓ CEMS/ZLD/TOH commissioning scope explicitly in PO
✓ MOC (material of construction) certified in writing
